Texas’ first statewide flood plan finds over 5 million people live, work in flood-prone areas

State lawmakers tasked the Texas Water Development Board with creating the plan in 2019, in the aftermath of Hurricane Harvey. The 267-page draft plan recommends over $54.5 billion in funding to reduce flood risks.
