Harris County cuts proposed budget, waits on tax rate vote as commissioners Tom Ramsey, Jack Cagle sit out meeting

The two commissioners declined to attend the Sept. 13 meeting to vote on the proposed tax rate, depriving the court of enough members to hold a vote.
